The Elder Scrolls V: Skyrim Plugin Walkthrough – Helgen Reborn: A City on a Hill

Goreu gives you 250 Gold and tells you to return to Wiglaf, who tells you to choose a name to be known by in the Pit. Without the building materials, the workers cannot begin rebuilding the town, so I need to find Reinhardt and see why the supplies have been delayed.”

The various improvements need completing before either Going Home or Color me Cienna can be started.

Speak to him again, and he explains that Reinhardt has lost all his money gambling at the Fight Cave.

You can reply “Korst is right, he is a traitor. Reinhardt gives you the Recommendation Letter to Goreu. Reinhardt tells you that his worker is off sick, and he can’t find anyone else to run the sawmill, but he will have lumber ready if you cut it yourself.Go to the sawmill, and you can start cutting the logs, when Rolund approaches.

He says he is willing to work, but that he hasn’t been paid. However, there have been no shipments delivered to Helgen so far. He said Bolund did not injure his back but that Reinhardt has not paid them for their work in weeks and they both refuse to work for free. Finally, you can say “There’s been enough death today. Marcus isn’t certain and, as he fears that his feelings over Val’s death may be getting in the way, asks you for advice.

“Marcus has informed me that while in Falkreath he paid a deposit for lumber and building supplies to a man named Reinhardt who is the owner of the mill there. Let Korst kill him.” and Korst will kill Falco. After nine days, Marcus’ House, Meen-Lei’s House, Hella & Dunroe’s House, Empty House (later Froki & Haming’s House) and House are built outside the north gate, the town is completed, as is this quest, and you now must go and find Froki.

Marcus has no more tasks for you currently, but he says Val wants to see you, so go and find him to start the quest Bitter Wounds.

Once the town is fully rebuilt, the quest Going Home starts, and you can also start the quest Color me Cienna, if the other conditions for the latter are all met.

The next fighter is an Imperial, Brutus, who wears Steel Plate and wields an enchanted weapon. The prize for this match is 350 Gold and a promotion to Warrior.

“While sawing the logs I met Bolund’s cousin Rolund. Banish him.” and Korst will free Falco, he then breaks down before running off. Now, go back to Marcus, and he says that they will now be able to rebuild the inn.

Next up is Ulnaril the Unbeaten, a High Elf who wears Glass armour. Go to the Fight Cave, enter, and follow the sign to the Cage. After each match, loot your opponent, as their body will be removed by the time the next match starts, and they have some good items, then return to Goreu to collect your winnings, and back to Wiglaf when you are ready for the next match.

The opponents get harder, but you only have to face them one at a time, so there is no chance of being overwhelmed by numbers. “I have spoken to Marcus and despite Valerius’ death, all seems to be peaceful for now. You can explore the various areas of the Private Tower if you want to.To continue with the quest, go to Falkreath and enter Reinhardt’s House and speak to him. The reward for defeating him is 500 Gold.

Return to Reinhardt after collecting your winnings from the final match and he gives you the Contract for Building Materials and a discount. Korst then leaves, and you should now speak to Marcus about the town’s progress.

Walkthroughs for the quests from Helgen Reborn, a user created plugin for Skyrim.

“I have given the new contract to Marcus. There, speak to Goreu, who takes the letter and tells you to go to the Blue Room and speak to Wiglaf. When you are ready to fight, tell Wiglaf that you are, then follow him. He mentioned Valerius needs to see me so I should check in with him when I can.”. After killing him, return to Goreu for your 250 Gold, and then back to Wiglaf, who promotes you to Myrmidon.

As the town is rebuilt, a variety of flowering plants appear around the various buildings, a useful source of ingredients.

Marcus tells you that Cienna and Balfring are going to retire to set up a blacksmiths, an Argonian is going to start an alchemy shop, Patsy is running the inn, Altan is researching the Sword Singers and Marcus is going to open a general store. I should continue watching the construction progress around town and look for the new shops to open soon.”

The next match is against a Breton, Theranis, a spell user, and the reward for him is 400 Gold, and Wiglaf promotes you to Gladiator.

The final match is against the Grand Champion, a Khajiit named Subra, who also has an enchanted weapon and has some dangerous spells. Speak to Wiglaf and pick a name and, when ready, follow him for the next fight.

The next opponent is a Nord, Vald the Impaler, a Vampire. After killing Mork, Wiglaf tells you to see Goreu for your winnings, so return to the Cage and find him. Potions and other items will not go amiss here; some of the opponents are rather dangerous.

The first match is against an Orc, Mork the Fearful, who wears Orcish armour and has an Orcish Mace of Thunderbolts. If you say “He almost got me killed! I will kill him right now!” you can then kill him. Vald wears Dwarven armour. You can pay 1,000 Gold for him to cut the lumber, or do it yourself. As you enter, you get the following message “As you entered the door you noticed a note on the floor and picked it up.” The note tells you about some armour that is being stored upstairs. Falco mentions his sister and her children again, as he did during Bitter Wounds. I need to get to the bottom of what is going on.”

Return to Reinhardt, and he admits that he lost the deposit, but he can win it back – by betting on you. Choose whichever you prefer.

After two days, Hammer and Anvil (the blacksmiths) and Cienna’s House are finished. After five days, Helgen Wholesale, Potent Potables and The Arcane Ambry are completed. Bolund said Reinhardt has gambled all his money away at some fight cave. The reward for defeating Ulnaril is 300 Gold from Goreu and Wiglaf will promote you to Brawler.

After completing Desperate Times, you can optionally go and find Patsy, who gives you the book Your new dynamic display room! which explains the display room in your Private Tower and has lists of ingredients that Patsy requires in order to make the various trophies that are possible.

Then go and visit the Private Tower. He tells you that the various merchants, when they open, will give you a good deal.

After that quest is completed, speak to Marcus and he asks you to follow him so that they can deal with Falco, who is being held beneath Helgen Keep. When Wiglaf finishes introducing the fight, kill Mork, but don’t attack before or you will be considered to be cheating and attacking by more. Korst says that as a traitor he should be immediately killed. In the arena is a large rock; by standing on top of it, you can be out of reach of some of your opponent’s attacks

3 Proven Ways To Attract Girls

Status can mean anything from having a prestigious company position to being the most popular guy in your school.

Women want men who are good providers, men who are clearly leader of the pack material.

Success

Strength

Even back during prehistoric times, cave women have always had a thing for the cavemen who brought home the bacon.

Knowing what makes a man attractive to a woman is a great advantage in the playing field.

Another crucial thing that makes a man attractive to a woman is status. Women can’t help but be attracted to guys who are successful. It is up to you how to make the most of it.

Keep in mind though that being crowned the undisputed king of nachos isn’t exactly the kind of status I’m referring to. The question is: How do you go about displaying your strength? You don’t have to go into extreme sports bulging your muscles like your favorite wrestlers, but you can do something to whip yourself into shape. After all, you can’t just blindly grope you way to a woman’s heart. You might end up getting slapped in the face in more ways than one. You may be a complete nobody today; but if you apply yourself correctly, you’ll find out just how easy it is for others to recognize your true potential. Who wants to date Chris the Couch Potato when they can date Eric the Successful Entrepreneur?

Strength makes a man attractive to a woman. By remaining true to your principles and staying steadfast in any situation, you’re sending out the message that you’re the best choice in every way.

Now that you have an idea of what makes a man attractive to a woman, there is no excuse for going out unprepared or staying home depressed for that matter. That’s the way it has always been.

If you want to know what makes a man attractive to a woman, then read this article. In a way, this is what you get when you combine success and strength. You can bet that whoever invented the first wheel had no problem getting all the girls. Nobody is born with all these things in a complete package, but everybody has the opportunity to achieve all three. Women are also attracted to strength in character.

Status

Physical strength denotes capability and discipline. Besides, there’s no such thing as dumb luck in the game of love. . There’s no doubt about it

U.S. Harness Racing Tips and Strategies

Harrah’s Philadelphia is a very tough place for a bettor to make money. I recommend using Corey Callahan whenever the horse shows ability to get to the lead. When stakes races come to a track, they attract drivers from all across the area to come into town to try to grab the major share of the purse. However, due to the unflux of racinos and casinos at the racetracks, the purses have increased and many of the elite spread out across the country looking to increase their earnings. When you see one of the leaders replacing someone who has had marginal results, you had better make note of it when you are making your selections.

Drivers on the rise: Eric Carlson, Marcus Miller, Eric Goodell, Montrell Teague, Jason Bartlett

2. Pocono Downs is known for it’s ridiculously fast times for a 5/8 mile oval. He gets on a hot streak now and then where he will win half of the races for the day.

The top drivers in the United States usually compete at The Meadowlands and Yonkers, where the biggest opportunities for money are. No matter how good a horse looks in the past performances, a poor driver will almost surely get them beat. Aaron Merriman, Brett Miller, and Mike WIlder are all well-above average and can win at long odds. Pocono Downs, Ladbroke at the Meadows, and Harrah’s Philadelphia all have very strong colonies of drivers because of the additional monies.

Here are some basic tips I can offer when it comes to reinsman at various tracks:

Drivers on the decline: John Campbell, Mike Lachance, Dave Palone

A significant driver change is something you will always want to notice in the program pages. However, because harness racing is usually more about the pace of the race rather than the speed of the equine, the person in the sulky is a major factor.. The biggest difference in an elite reinsman and an average one is that the great one can win without the best horse or a great trip. At The Meadows, the top dog for over 20 years has been Dave Palone. Be familiar with the drivers at the track and know who the winners are and who are the entrants who will need a perfect trip to win. His numbers still look amazing in the program, but his victories come aboard heavy favorites now. Bold statement ? Maybe, so you be the judge.

3. He is extremely patient and has a knack for helping his charge relax when in front. So, you will want to educate yourself on the newcomers.

4. When the money is on the line, Tim Tetrick, Gingras, Brian Sears and George Brennan seem to always be flying at the finish line.

1. When the trotters are on the track, you can never overlook Yannick Gingras. Tony Hall, another excellent driver, is especially strong on trotters and when he is in the sulky for the first time.

Too many bettors overlook a very important part of the equation — the driver. No matter what the program shows, he is the best trot driver alive. Jim Morrill Jr. You are better off ignoring him whenever he looks remotely vulnerable. The competition is very equal, so you have to really pick your spots before parting with your cash. and Matt Kakaley are the main bread winners there, but when George Napolitano Jr is on the card, you should study how his day is going. The Meadowlands (or Big M) offers the biggest stakes races of the year. Obviously, the ability of the horse is typically the biggest factor in determining if they win or lose

2014 will see the 20th edition of the FIFA World Cup, a tournament which started way back in 1930. They have won the World Cup 4 times, only second to Brazil, and know what it takes to reach the top. And then there is Argentina, who have won this tournament twice. Nevertheless, keep an eye on them too throughout the tournament. Spain has as good a chance for 2 very good reasons. Besides, they are the current number 1 ranked side in the world, and since quite some time, may I add. Cristiano Ronaldo is currently the best footballer in the world, and he will be more than keen to take his team right through the tournament and make champions out of them. They have won the most titles till date, but the main factor in their favor this time is home advantage. Let’s have a look at where the matches are being held, the 8 different groups, and the top contenders for the coveted title of FIFA World Champions 2014.

The Value Betting On Tennis by Denis Giannikopoulos

To learn how a player reacts under pressure is a serious weapon in your way to making a profit out of tennis punting. Many players are known to crack under pressure, many others have a phycological advantage or vice verca against a certain opponent so you can easily make a profile of each players mental status.Whether he has a burning will to win or he is indefferent to a tennis match its easy for you to spot him after a while.

One of the things that are overlooked most of the times is the mental toughness of a player. You ll know that a certain player if gets just slightly down on the scoreboard most of the time is starting to spray wild balls around the court or another one in the same situation picks up his game and starts to play like god.

Surfaces combined with the weapons that each player has at his disposal are perhaps the ones that top the list when we want to decided the winner of a certain matchup: Take Clay for example. Its the slowest surface of them all.Its difficult to hit through your opponent so the big hitters are to an extent losing their edge here. You have to be very fast and a great mover to survive in this surface.Grass on the other hand is very fast and the ball bounces low so the players have less time to react.Good servers with volleying abilities are needed for this surface.

All these things and many more make the value betting in tennis one of the most smart ways to bet.The flactuation of the odds most of the time is amazing and there is a reason why tennis is the most traded sport in betfair. If you devote some time to familiarize yourself with the game and its variables you ll find that the tennis market is full of opportunities waiting to be grasped.

. One of its main advantages is that the very nature of the sport makes the bookies struggle to come up with the correct odds so many opportunities and value bets arise. There are many aspects that a punter must take into consideration such as surface, tournaments, fittness, mental toughness, ranking of a player but once he master these he will see value bets litterally everywhere.

Fitness and injuries are of course very important for every sport. But since we are talking about an individual sport they take a much more important role.An injury can end a match in a flash.when someone has played some tournaments in a row or when someone is coming off a serious injury are definately some things that we have to consider before we even begin to think about betting on them. Its not uncommon that a qualifier beats the hot favorite in his first match after a long layoff or the hot favorite loses an easy match only because of getting extremely tired after a few tournaments in a row.Definately one to watch. Each player has a favorite surface,a surface that he performs at his best. There are very few players that perform equally well at all surfaces. Many of them play and choose most tournaments in their schedule that have their favorite surface. You can see for example a player that is ranked 15 in the world but when he plays a guy who is ranked for example 50 but plays in his favorite surface and least favorite for the other, things are not good for the top ranked guy.

The truth is that all sports are not equal when it comes to betting. Some of them like soccer for example may have greater appeal to the punters worldwide but that doesnt make them the best markets for wagering.

One of the most interesting and profitable markets i have ever found is without a doubt tennis. First of all tennis season is ten months long with many tournaments to choose from. The more important the tournament, the more money it pays, and the more accomplished and high ranked players will enter. Its not uncommon of high ranked players using low level tournaments as a practice for the big one coming up and many times they lose to an inferior opponent who treats these tournaments as gold cause he has no chance on making it far in the big ones.

Of course surface still remains one of the most important factors in tennis

What Colors Dogs See and Why it Matters for Dog Sports

Red, yellow and green jumps will all be shades of yellow and brown. Instead they will see shades of yellow and brown. I noticed from videos of our runs that when I wore one of my favorite tan agility shirts Asher wouldn’t see some of my physical cues. I avoid reds, oranges, yellows and greens as they will become shades of yellow and brown. It was easy for me to imagine how a dog saw the world as black and white televisions were still fairly common when I was a child. Instead, use a toy in shades of blue on that winter brown.

I have since learned that dogs see more colors than just black and white. Then, no matter the surface and background, some part of the equipment will pop out to the dog as it heads to the up-ramp.

Of course, this is obvious when you stop and think about it.

Blue May Be the Clue

If I am going to be showing in an arena with dirt surface and dirty white or gray walls, I will choose shirts that are in the blue spectrum. He wasn’t intentionally ignoring them. These cues are perfectly placed and timed for the exact moment the dog will need that communication. I believe contact equipment is best if painted the usual, albeit boring, yellow contact zones with contrasting blue bodies. Based on that information, clubs need to choose equipment colors that will help the dogs see the equipment easily and quickly.

A handler also needs to pay attention to the color of their shorts or pants. Poorly timed communication can not only result in the dog taking a “wrong course” obstacle, it can result in the dog miscalculating a jump or obstacle, “crashing,” and possibly injuring him or herself.

To ensure that the millisecond communication between handler and dog is clear, handlers work for years to train their dog to read the slightest physical cues such as hand signals, deceleration of forward motion, proper shoulder placement, footwork, and much, much more. To help the dog, handlers must stand out visually from their background so that a fast-moving animal can see them.

This clothing contrast concept would be important not only for agility, but for almost all dogs sports from obedience to disc dog. I also avoid solid whites as they can blend with the white walls. However, with the upswing in fast-paced canine sports, the dog’s color vision becomes a very important piece of knowledge that can help keep the dogs safe.

Why Does a Dog’s Color Eyesight Matter in Canine Sports?

Take for instance the sport of agility, where a dog runs at top speed through an obstacle course. For disc dogs, this would mean knowing the basic colors of the environment where the dog will be competing and using flying discs that will contrast with that color. They may even want to think about wearing long pants if they’ll be running on dirt, as all colors of human skin could blend easily into the colors of a dirt agility surface. If asking a house dog to learn to fetch a stick on winter brown grass, it will be harder for the dog to see where the stick is thrown. This can include bluish purple shirts. Many agility titling organizations have rules on color options for contact zones (see video above), and most clubs go with yellow. Colored agility jumps must be considered, too. From flyball to obedience competitions, teams can gain an edge by paying attention to contrasting colors from the dog’s perspective.

Understanding Color Vision in Dogs is Important for All Types of Training

Even when training a house dog, this knowledge is helpful. This is causing many dogs to run by the tables when the tables are placed on dirt surfaces as the yellow will “blend” into the brown. From dog bowls to beds to toys, having them visually stand out to the dog will make them easier for the dog to identify and might make them more engaging to the dog.

However, using contact equipment painted yellow and red on a brown or green running surface will cause the equipment to easily blend into the background as everything will be shades of yellow and brown. If a disc competition will be held in a park in the winter with dried, brown grass and gray skies, then discs in shades of blue, white, pink, purple or black would be best seen.

Do Dogs See in Only Black and White?

Growing up, I had always heard that dogs see in black and white. After several weekend agility trials taped with my tan shirt and other contrasting shirts, I saw the pattern and discovered that Asher did better if he could see me better.

This information from the handler is coming at the dog fast and furious. Watching black and white “Lassie” episodes, I was able to see exactly what I believed Lassie saw. I can also wear black. Fast dogs cannot take a second glance to see if they read that information properly. If a disc competition is being held in a park with green grass and blue skies, then the discs need to be in shades of dark blue, white, or black. The white bars do help, but solid white jumps with contrasting blue tape or bright blue jumps with white bars would probably be among the best color choices.

For the house dog, it might be wise to make the dog’s “things” color contrasting to the environment. The dog needs to respond to this information immediately. Yet, when I wore shirts that contrasted with the background, he appeared to see all of my physical cues. I also can wear black. He appeared to simply not see them. If I am going to be competing on soccer turf with white walls or walls covered in advertisements, I again choose blue shirts unless the soccer turf is a bluish green. This means dogs can see in shades of blues, yellows and grays. Anytime a handler gives the dog a visual cue, it will help if the dog can see that cue clearly the instant it is delivered.

Dog Training Equipment Color Matters Too

But clothing is not the only consideration when it comes to understanding color contrast for the dog. If going with yellow, then the other color on the contact equipment should be a shade of blue. Training equipment must also be taken into consideration. Conversely, if a dogwalk painted yellow and blue sits on a bluish rubber surface, the dog may not see the blue part of the dog walk as easily, but it can very easily determine the yellow contact zone, allowing it to safely find the up-ramp.

Dog safety is the most important consideration for any dog agility handler, and clubs need to be paying more attention to the colors of the trial sites where their equipment will be used. A handler has only a millisecond to communicate to the dog which obstacle is next. Except for occasional verbal information, almost all of the cues are non-verbal. Remember, dogs don’t see red. Dogs, it turns out, are color blind.

How Do Dogs See Color?

“Cones” on the retinas at the back of our eyes allow us to see colors. This way, if a dogwalk sits on a dirt brown surface, the yellow contact zone may be harder for the dog to see, but the rest of the dogwalk’s up-ramp will be easily seen. Typically, most people have three sets of cones. I avoid reds, oranges, yellows and greens and solid whites. Yet, if a handler is dressed in brown and is running on brown dirt in a horse arena with dull tan walls, all of the handler’s hours and hours of preparation may be for naught if the dog cannot clearly and quickly visually distinguish the handler.

I learned this concept from my fast dog, Asher. Dogs and humans with color blindness have only two. The dog must take the obstacles in a certain sequence, and each course is laid out differently. We usually compete in horse arenas on brown dirt with dirty white walls and fencing. Remember, green looks like yellow to a dog.

Check out the two color spectrums below to get a sense of the colors that people can see versus what dogs can see.

For agility, this also means that agility clubs and schools need to have a full understanding of what colors dogs see when choosing paint colors for their equipment. By wearing pants, handlers can make themselves stand out better from the background. However, dogs have more “rods” in their eyes, which gives them better night vision.

A trend I am seeing in agility is to paint pause tables yellow. If they are located on a brown or green surface, the dog is seeing it all as shades of yellow and brown. Her black and white world was right there on my TV set.. Handlers are often befuddled as to why their usually consistent dog avoided the table when the simple fact is that the dog just didn’t see it.

You may be thinking that while knowing a dog’s color spectrum may be an interesting piece of trivia, it really doesn’t matter from a dog training perspective.

This information becomes a bit obvious once it is pointed out, but paying attention to contrasting colors in dog training can help your dog learn faster and stay safer as you both play together.

Other dog sports need to take dogs’ color blindness into consideration as well. After all, we aren’t training dogs to drive, so it doesn’t matter if they can see red stop signs or green lights. However, they do not see the color spectrum that most humans see

Nevada orders daily fantasy sports shut down as unlicensed gambling | Reuters

Justice Department and the Federal Bureau of Investigation are looking into the business model of daily fantasy sports operators and trying to determine whether they violate federal laws, according to media reports.

Joe Asher, CEO of sports book company William Hill US, said in a statement that the notice “speaks for itself” and should not come as a surprise.

Nevada’s Burnett told Reuters in August that daily fantasy sports contests “blur the line between skill and chance.”

“We will continue to seek additional clarity in other jurisdictions, as eliminating ambiguity is in the best interests of all parties, including consumers,” the chief executive and president of American Gaming Association, Geoff Freeman, said.

New York Attorney General Eric Schneiderman has opened an inquiry into FanDuel and DraftKings after a scandal broke recently that employees at the companies were winning money on their rivals’ websites.

The decision came a week after U.S. fantasy sports companies, FanDuel and DraftKings, both operate in Nevada and hold large-scale events and tournaments in Las Vegas, the gambling capital of the United States, but neither possess a state gambling license.

The American Gaming Association, the trade group for casinos and gaming companies, said in a statement Thursday that Nevada gaming regulators had provided a road map for companies and casinos to provide fantasy sports in the state.

Daily fantasy sports companies now operate in at least 45 U.S. Senate Democratic leader Harry Reid of Nevada called on Congress to examine fantasy sports services after reports that an employee with access to insider information placed bets in the unregulated multibillion-dollar industry.

The two largest U.S. states, though some are considering reviews on whether the activity should be treated as gambling.

Fantasy sports operations, in which fans pay to compete for daily cash prizes in simulated athletic contests, were ordered shut down in Nevada on Thursday by the state’s Gaming Control Board, which found they constitute unlicensed gambling.

Any companies offering daily fantasy sports without a gambling license in Nevada were ordered to cease and desist immediately, Burnett said. Burnett said daily fantasy sports contests where players wager money fit the definition of gambling that requires a license from the Nevada Gaming Commission to operate a sports pool.

The fantasy sports industry, which has exploded in popularity in the past few years, allows paying participants to assemble imaginary teams from rosters of real players and to accumulate points based on how those players perform in actual games. The company “will work diligently to ensure Nevadans have the right to participate in what we strongly believe is legal entertainment that millions of Americans enjoy,” it said in a statement.

FanDuel said it was disappointed with the regulators’ decision “that only incumbent Nevada casinos may offer fantasy sports,” adding that the company would examine its options while complying with the order.

Separately, the U.S. In a single-page notice on its website, board chairman A.G. Both companies are privately held.

DraftKings, whose investors include the National Hockey League and Major League Soccer, said it strongly disagreed with the decision. This has enabled fans to spend money on the games with a frequency that critics say is akin to sports betting.

Purveyors of fantasy sports argue that it is a skills-based entertainment product, not gambling.

Casino and gaming companies such as MGM Resorts International (MGM.N) and sports book companies such as William Hill Plc WHM.L have been frustrated that fantasy sports companies are able to offer what they considered unregulated gambling. However, gambling licensees with approval to run a sports pool may offer fantasy sports as well, he added

Now that Chicago election is over Emanuel faces pension tab as number one issue

Rauner supports a 2010 law that cuts pensions for newly hired teachers and state workers, and also one that the Illinois Teachers Retirement Systems, says will backfire. And, in order to make that payment by property taxes alone, there would have to be another increase of 60 percent, something that would raise the hue and cry of city property owners.. But, the Chicago Tribune Tuesday noted, Despite those concerns, Republican Gov.Bruce Rauner has made that law the backbone of his new attempt to save the state money by reducing pension benefits for a much larger pool of veteran employees.

Meanwhile on the table, however, is another credit rating downgrade by Standard and Poors, this just on the heels of an earlier downgrade by 5 degrees, last month. In the weeks leading up to the runoff election, Emanuel suggested that he be allowed to make phased in payments toward the $600 billion tab, but this would require approval from the state legislature, and that body seems to have its hands full with the Rauner moves and counter moves, leaving Chicago in a double bind, that does not make for a ready solution.

Current suggestions are for increased revenue to come from an expansion of sales tax on services, or a gambling casino. And, the question is where to begin.

The beginning, however, just got a little harder with the citys $9 billion dollar budget being held hostage by the pending payment – despite a recent increase of $200 million, from the last tax increase. But, many observers are saying that a property tax alone is the only solution.

In an interview Sunday with City Treasurer, Kurt Summers, on the local CBS affiliate radio show, At Issue, he said that whatever solutions would be made would not come solely from the city but would also come from Springfield, and not just the expanded sales tax or a city-owned casino that Mayor Rahm Emanuel mentioned.

Summers also noted that there is pending legislation from Springfield for a special levy to help ease the burden. Some of them we are but they are going to be a part of a larger structural change.

With the recent mayoral runoff election over, its time for the winner, Chicago Mayor Rahm Emanuel, to take a harder look at the problematic finances that the city faces. Period. This is regardless of whatever relief the state Legislature may or may not provide,

Summers, however, remains optimistic when he, noted that There is going to be substantial movement in Springfield one way or another, and, Some of the ideas, were not going to see this session. But, with recent comments from Governor Bruce Rauner on teacher pension funds, that help seems unlikely. Number two: active and retired teachers pension. In a press release they warned, If the city fails to articulate and implement a plan by the end of 2015 to substantially fund its pension contributions, or if it substantially draws down its reserves to fund the contributions, we will likely lower the rating. Number one is the pension obligation that the city faces for the police and firefighters – to the tune of $600 billion dollars

SAN DIEGO Nineteen people from four states were arrested Wednesday in connection with an international drug trafficking and illegal gambling ring that authorities allege was headed by a former college athlete.

Vegas profile: Art Manteris, dean of Nevada bookmakers

27 game against Oregon State and a Feb. “My responsibility is to my employer,” he said.

Manteris’ rivalry with Vegas mega-pro bettor Billy Walters dates back for decades. On an early September 1998 evening in Las Vegas, the phone was ringing in the back of the sports book at the Hilton. We wanted to see who was betting it.”

With Manteris’ assistance, the Nevada Gaming Control Board uncovered one of the most notorious point-shaving scandals in the history of America sports. He’d need to meet the parents.

Sue Tripathi had arrived in Las Vegas in the mid-1980s. The track had even begun construction of an on-site sports book, when the tone of the discussions changed suddenly.

Horse racing powers-that-be got involved, teamed with the professional sports leagues and adamantly opposed sports gambling. You’re going to marry a gambler?'” Sue Manteris recalled. A handful of illegal bookmakers from outside of Nevada were indicted on sports bribery charges.

The ASU scandal remains a reminder of the dangers of sports betting. The Sun Devils went from 11-point favorites to 3.

“By the third game, we were lying in wait at that point,” Manteris recalled. Very nice,” recalled Sue Manteris, Art’s wife of 20 years, who jumpstarted her path to becoming an anchor on the Vegas NBC affiliate with that Super Bowl Sunday interview.

Art Manteris played it cool, took his time before reaching back out to Sue for a date. It was the boss, and he was unhappy.

“Who’s the genius who made Sampras minus-two-dollars over Rafter?” Arthur Goldberg, the boss, chirped sarcastically.

Art Manteris was that genius. 17 game against UCLA, Manteris knew there was a problem. overall. He was concerned. He notified Nevada Gaming Control and subsequently the NCAA. Instead of sports bettors today having the opportunity to go to their local race track and bet sports, now they do it online, internationally, theoretically into illegal jurisdictions and markets.

“Where would the race tracks be today if they would have brought the entire online sports betting industry to the race tracks instead of sending it offshore?” Manteris asked. Those who might disagree? Sophisticated bettors. Growing up, I had never really known that. I think everybody knows that.”

Will the NFL relent on its opposition to legal sports betting before he retires? Manteris doesn’t know, but he’s watching closely and preparing to be a part of the discussion, before calling it a career.

Looking back, memories and lessons learned at one of his first gigs in town still resonate. 1 Pete Sampras and No. “I felt good about my industry. They’re not fans of his. Sampras, with a gimpy leg, was not 100 percent. “The surveillance video was hooked up ready to go. Open match between No. Goldberg,” Manteris replied, “you’re watching the replay, tape-delayed. Manteris and Roxborough began to discuss bringing Vegas-style sports betting to horse racing tracks across the nation. In 1989, a young newscaster, on one of her first assignments in town, popped into the Hilton for an interview on Super Bowl Sunday, the busiest day of the year. She was an aspiring television journalist of Asian Indian heritage, whose career stops included Billings, Montana, and Casper, Wyoming, where gaming means “hunting.”

“When I first told my parents that I was going to be marrying this guy, they were like ‘What? He’s a gambler. He continued berating Manteris over the phone for what he thought were ridiculously low odds on the top player in the world at the time.

“It’s over, two sets-to-one. But he also looks back to a decision by the horse racing industry that could have changed everything.

The biggest blunder in gambling history

It was the early 1990s, just years before the federal prohibition on expanding sports betting was put into place. “But that’s not the real reason. But, in April, as he looked over his desk at the Red Rock, it was clear what the silver-haired Manteris wanted to discuss: his passion for the legal sports betting industry, its past and its future in the U.S.

“Art Manteris has won more money for Nevada sportsbooks than anyone ever.” — Roxy Roxborough, iconic Nevada oddsmaker

For believers in the bottom line, that would mean Manteris is the greatest bookmaker ever. They were making headway at Laurel Park in Maryland. Rafter wins in five sets.”

Four years earlier, in March 1994, the Hilton sports book office phone had rung. When it put a game on the board, there would be a rush to the pay phones outside of the book from interested parties relaying the line. He doesn’t buy the league’s “integrity of the game” argument, emphasizing that a regulated sports betting market is really the best way to protect the game’s integrity. That kind of talk never entered into our home.”

Art Manteris’ passion and knowledge of the industry eventually won over his in-laws. Manteris says his book won more money on the Seahawks’ 43-8 rout of the Broncos than any other game in his career.

With one eye on retirement, Manteris is proud of how far the industry has come and bullish on the future of sports betting in the U.S. “I learned to protect the assets of the operation.”

. It’s a bookie-vs.-bettor cat-and-mouse game that Micah Roberts, a former sportsbook director under Manteris, called the “biggest feud in Vegas.” “Art stood up to him,” Roberts added.

“I respect what [Walters] has done,” Manteris said with a smile, “but that doesn’t necessarily mean I want his business.”

Like all of the Nevada sports betting industry, business is booming at the Red Rock, with or without Walters’ action. But Manteris also believes it exemplifies the value of a regulated sports betting market.

“I was proud that we saw the problem and took the appropriate steps,” Manteris said in April, in his office at the Red Rock casino sports book. Manteris factored the injury into the odds, made him a 1-2 favorite and attracted a big bet — $200,000 on Sampras — from a very high-end player.

The six-figure wager had caught the boss’ attention. “Would they have turned the corner? Would they have exposed their product to whole other generation of new customers? Would sports and race gambling thrive, co-exist nicely like they do day in Nevada? I think they would.”

‘You’re going to marry a gambler?’

It’s a true Vegas love story. I felt that it indicated that our industry does everything we can to protect the integrity of the game.”

A veteran bookmaker of four decades, Manteris is the dean of Las Vegas sports book directors. 3 Patrick Rafter. In 2014, more money was bet on sports at the state’s regulated sports books than any other year, according to Gaming Control. Arizona State star guard Stevin “Hedake” Smith and teammate Isaac Burton would plead guilty to conspiracy charges for shaving points. Manteris was on his game.

“He was so gracious with his time, despite being so busy. The Hilton sports book director glanced up at the TV and knew exactly how this chat was going to go down. While many are quick to call the NFL’s stance on sports betting hypocritical, Manteris stopped short of that line and seemed understanding of what it takes to operate a billion-dollar business like the NFL.

“They clearly feel that they have to take the public perception that they’ve taken in order to maintain their position in society, their position with the justice department and legal community,” Manteris said. “How could you do this?”

“Uh, Mr. More money was being bet on Sun Devils games than normal, lopsided amounts against ASU that caused the point spread to move erratically.

After it happened twice, leading up to a Jan. The two influential Nevada figures travelled around, meeting with officials at race tracks like Laurel Park and Churchill Downs. He later moved on to a vice president role at the Hilton, where he’s credited with designing the modern, theatre-style sportsbook.

Now approaching his 40th year in Las Vegas, Manteris, the vice president of Station Casinos’ sportsbooks doesn’t do a lot of media interviews anymore. Manteris would go onto become one of the youngest sportsbook directors in town, when he took over at prestigious Caesars Palace in the mid-1980s. As a student at UNLV, Manteris operated the manual odds-board during the early prime of the Stardust sportsbook.

“It looked like the scoreboard at Fenway Park.” he recalled.

The Stardust at the time was the pre-eminent sportsbook in Vegas. The bizarreness of the atmosphere and the characters who ran the book stoked Manteris’ fascination with the industry.

“I learned lessons at the Stardust that I still use today,” he said. “They had no idea that there was a legitimate side of gambling, legalized gaming in Nevada. That time, when Manteris picked up, it was an official from the Pac-10 conference. “The horse racing industry opposing sports wagering as aggressively as they did tops them all. They went out a few times and hit it off. A Pittsburgh native, he left home for Sin City during his college years. The books also won more money than any other year, bolstered by a record $19.6 million win on Super Bowl XLVIII between the Seattle Seahawks and Denver Broncos. The result was the Professional Amateur Sports Protection Act of 1992, a federal statute that has prevented the expansion of sports betting in the U.S.

“It’s the biggest blunder in the history of racing,” Manteris said. Manteris knows it and smirks, when asked if the best bookmakers are supposed to be liked by the sharpest bettors. Rafter has no chance,” Goldberg said. On March 5, the point spread on Arizona State’s home game against Washington moved eight points. But he has not been able to persuade the NFL on the value of regulated sports betting.

Over lunch in April at the Red Rock, Manteris was cautious, but clearly frustrated when the subject turned to the NFL’s longstanding opposition to legalized sports betting in the U.S. The odds in question were for a U.S. The fix was in, and Manteris knew it.

For weeks, there had been unusual betting patterns on Arizona State college basketball games
